i heard that rules regarding student visa are changing...is it true?

thank you for your valuable advise. i have few question and one request. wouldn't they consider my bad academics in diploma? and on this profile ......can i take admission in university rather than going to college? and i request you if you help to give SOP preference to make my file strong.
