On website there is a phone number but since it is Embassy of India so you may have to wait a little longer because staff may not be interested in talking to someone from India with many questions that's sad but its cultural heritage so don't get offended and take it easy. I am sure that in less than 43 attempts to call and 27 minutes of hold time, you will be able to speak to human and understand the process that which forms to print and fill up for PCC.
