please explain me this for the LMIA proces???

When I`m lookeing at this LMIA form document, in section
PURPOSE OF APPLICATION:
there are these two parts:


Are you applying for an LMIA to support a foreign national's:

- Permanent resident visa application (this means you will hire the foreign national only after their immigration application is processed and the
permanent resident visa is issued).
This option does not have a processing fee.

- Work permit application and permanent resident visa application (this means you will hire the foreign national as a temporary foreign worker before or
while their permanent residence application being processed).
This option requires paying a processing fee.


What is the difference between these two LMIA? Which LMIA is obtained quicker?

Are any of these LMIA has a faster way of submitting (not published on the site advertisement for 4 weeks, etc.)

And can anyone tell me how long is the proces for assessment response for LMIA (such as for Alberta)

(or it MUST be published on the job bank site)

The first option is free, & faster, but will not get you a work permit. It is for the employer to support your EE application.

Can an Open work permit holder (valid till 2017) who is already working for an employer choose the first option.

I called Service Canada and they said the foreign worker can;t work if the first option is choosed. However the Campbell Cohen office said that no fee is required and so the first option should be choosed
