Manitoba ka rin pala. I also applied through General Stream, I tried Family Stream but they keep on rejecting me because of less than 2 years experience. They aren't counting my part-time work even it was 5 years of work experience. So, i tried for the 3rd time via General Stream. I should have done that earlier, but we all learn from our mistakes and it took me 2x of rejection before trying for another option. Otherwise, I would have been in Canada already as I have started applying in August 2010.
My uncle lives in Manitoba so I opted for PNP, but now Manitoba has changed the PNP process, they have made it all under only 1 application stream, under a point based system. You don't need to submit all your educational documents as far I know. Manitoba has already these information and has forwarded to CIC. But nevertheless, you got these documents ready when you go to Canada as they will ask for your original papers when acquiring for a job and other papers, such as health card etc.
But they only asked for proof of English proficiency in regards to education. So, no need to send all your educational documents. What is on the checklist is what you should follow. If ever they need anything extra, they will ask you.
By the way, I sent mine through FedEx, took 4 days as well. Is LBC cheaper? (FedEx 1,520 pesos). Keep us updated...
