Any Threshold for second language

Dear frnds,
I want to know one thing is there also a minimum threshold level for second official language ?? As per my assumption there is no threshold level for second language. They require only CLB 5 to claim point.
Please give you views.

i want to know that i belong to noc 2121 is there any chance that this noc will come.my ielts score is L-7.5, R-6.5, W-6,S-6. im very much eager to know plz friends respond to my question and one more thing my noc 2121 is non regulated so for non regulated noc is credential assesment is must? my qualification is i have done BACHELOR OF SCIENCE from india so as per new rules how much point i will get for my education. plz reply me.

2ndly they have asked for RPRF, PCC as well, Should i be sending these separately?

one thing i want to know about adaptibility points, my brother in law is canadian PR card holder can i claim 5 points.my husband having ielts score L-6.5, R-6,S-5.5,W-5.5 so can i claim 5 points according to language skills of spouse. please advise me.
