NOC CODE FOR PHARMACOVIGILANCE

As per discussion with few immigration consultant "role and responsibilities" should match 60 % with your NOC code. Is this a criteria that it should match 60%?
I feel my role comes under industrial pharmacist and i had even contacted "Pharmacists' Gateway Canada for international pharmacists" and even they feel it should be industrial pharmacist. Roles and responsibilities mentioned under industrial pharmacist (NOC code 3131) are very broad, each and every point refers to diferent department and my job covers two or three points mentioned which makes around 20% of roles and responsibilities.
Please find the resonsibilities of industrial pharmacist below and i have mentioned department in caps.
Industrial pharmacists perform some or all of the following duties NOC code 3131:
Participate in research for the development of new drugs
Formulate new drug products developed by medical researchers (FORMULATION DEPARTMENT).
Test new drug products for stability and to determine absorption and elimination patterns (FORMULATION DEPARTMENT).
Co-ordinate clinical investigations of new drugs (CLINICAL RESEARCH DEPARTMENT).
Control the quality of drug products during production to ensure that they meet standards of potency, purity, uniformity, stability and safety (QUALITY ASSURANCE DEPARTMENT).
Develop information materials concerning the uses, properties and risks of particular drugs (PHARMACOVIGILANCE DEPARTMENT).
Evaluate labelling, packaging and advertising of drug products(QUALITY DEPARTMENT).
Promote pharmaceutical products to health professionals (SALE DEPARTMENT).
