Has anyone applied for a post grad work permit at the border? A friend of mine wants to go to the states and apply at the border coming back to Canada.....is that possible?

No - it's not possible to apply at the border.

first he can't do that and that' unnecessary too. If he applies online he will get it in 40 some days (google: application processing time CIC) even if his status is about to expire he will go in implied status where he can continue to work/study

Yes you can apply and get work permit at the border. It works the same as getting your intial study permit at any location like major airports in Canada.
