Hello good people

I recently graduated from a one-year graduate program from a DLI in Canada. However, I had to return back home to renew a bunch of personal documents as the travel restrictions were relieved. Now, I have to apply for a PGWP to be able to re-enter Canada. So my questions are:

1) Does IRCC process PGWP from outside of Canada at the time being?
2) Are non-Canadians allowed to enter Canada (considering the COVID situation) with a PGWP?
3) If I apply online, how do I get a new TRV ?

1. Yes.
2. Yes, although it will help if you have a job, apartment, etc. so you can argue your travel is essential.
3. You'll be issued a new one automatically.

Thanks a lot for your reply. Unfortunately, I do not have a job nor an apartment. The plan is to be physically there to find a job. Do you think I may be denied entrance to Canada? And on a separate note, I studied at JMSB in Montreal. When I get the PGWP, is it possible to land in Toronto ? or do I have to re-enter from Montreal?

Your PGWP most likely won't be approved until next year, maybe there will be less travel restrictions by then. Once approved, you can land anywhere.
