PGP 2022 - Moving to Quebec

Apologies if this question is a bit too basic. I live in Alberta now, and I am contemplating moving to Montreal. I reviewed the literature the government put out for the PGP program, but I haven't been able to find information for my specific case

My situation

1. I moved to Canada in early 2021 as a PR, so I've been here for more than a year.
2. My income was earned primarily in Alberta and I have my 2021 NOA
3. I don't have NOAs for 2019 and 2020

Musings

If I move to Montreal this year, and assuming the PGP program opens up for 2022

1. Does not having 3 years' worth of NOAs preclude me from applying to sponsor my parents by IRCC? Does this requirement decrease to 1 year by way of me being a Quebec resident when I apply?
2. Perchance, if IRCC is ok with just one years worth of income since I live in Quebec, can I use the 2021 NOA from Albertan sources to qualify or does Quebec insist on showing $$ earned in its province ?

It's OK to keep this as a new topic.
I've deleted the reply on the 2021 PGP discussion.

Just a few things you need to consider. The previous years of PGP had been on a lottery system. We do not know if it will be the same for 2022 PGP.

If so, you may not be able to sponsor your parents for years depending on your luck (if it's a lottery system). If you are lucky and got selected to apply, you need to stay and continue to stay and live in Quebec. (some 2019 PGP applications are taking over 3 years to process)

So make sure that you do want to move to Quebec and live there and the move is not ONLY for the reason of the ability to enter into the PGP lottery.

1. If you move to Quebec, you would fall under the 1 year rule. I would recommend you move now so that your move is completed ahead of the program opening up. You'll also need to be prepared to remain in Quebec and live / work there until their application is approved. Of course this is under the current rules and it's always possible rules could change.

Thanks YVR123 for the insight. I am leaving Alberta anyway, and Toronto and Montreal are the 2 cities I am interested in. Completely understand thats its been a lottery and the chances of being picked vary every year depending on the # of applications. Regardless of where I end up, I plan to settle there for a good bit.

My question was around the qualification criteria for Federal vs Quebec. This website confused me a bit.

How much income do I need to sponsor my parents and grandparents? (cic.gc.ca)

My takeaway is that the federal government needs to see 3 years' qualifying income regardless of the province you are applying from, but Quebec specifically only checks for one years' worth of income? If so, the latter seems moot since the federal one already accounts for the past 3 years.

It will open up. It's a matter of whether you are selected and if they change any of the rules. My guess is that the rules will remain the same.

Quebec will mainly be looking at your income in the 12-month period preceding the date they make a decision on your CSQ application. (So for example, if this is two months after you apply for the CSQ, they project what your employment income will have been in that two-month period.)

But they also want to know that the income will continue into the future. So if you've had a great 12 months but lost your job and don't have a new one that meets the requirements, expect to be rejected (unless an exception applies, like highly seasonal work, etc.)

Also note that they add 10% of net assets to their calculation to see if you meet the criteria. If that's the case, you have to be careful that the money is actually invested somehow, because regular savings/chequing accounts are excluded.
