I am glad that the Trudeau government finally realized that the lottery system was the best approach. Their attempt to go back to first come first serve approach last year was a total disaster. The cap was reached and website closed within minutes of opening. Who would have thought that wasn't going to happen. While there is no perfect system, lottery is the best approach. It is no different when there are more demand than there are spots available. No different from French immersions programs for example. People are going to hate whatever system is in place, especially those who didn't get picked. There will always be complainers no matter what.

I understand where you are coming from. If you want long term taypayers verses those who just arrived, simply increase the income qualification period to 10 years for example. This approach would weed out those who just arrived. Either way I am okay with it. But right now the rules will be likely 3 years qualification period much like it has since revamped PGP restarted up. If any government willing to increase the qualification period, it will need to be a Conservative government. A Liberal government will never increase it.Disagree. Due think that given that we have huge backlogs in our healthcare system just due to covid on top of normal backlogs, large issues with longterm care standards and funding, a recession/higher unemployment and Canada is taking on debt like crazy so opening this program at the moment makes no sense. There are huge backlogs when it comes to spousal sponsorship and economic immigration which should take priority.

It will have to be 2017 to 2019 for the October opening. No one has filed 2020 tax returns yet since the year isn't finished.Can anyone confirm the income requirements (periods) please? Will it be 2017/2018/2019 or 2018/2019/2020 income?
The applicant is still responsible for their own file regardless of the system, whether it is lottery or first come first serve, only difference is that no one will be able any advantage over anyone. Besides how can anyone be responsible for their file, if some one is using multiple high speed computers just to get a spot. We all have seen what happened, the cap reached within minutes of opening. Not everyone has internet at home, some go to the library. No in the lottery you can not beat the system. But in FCFS, you have 8 mins to beat it. 27,000 applicants did it in 2019. Survival of best. Hey,,,but no hard feeling for anyone, everyone should get the opportunity to bring their parents here.
