Actually that would be a good way to go.
Make it an "unofficial" FIFO system.
But say it is a lottery.
FIFO is easier for them no need to run any lottery etc.
But with calling it a lottery then there is no lawsuits.

It is also useful for people who are not invited. As when the Tool is activated it would mean that IRCC is done sending invitations, so people who are not invited can quit waiting and move onThe tool to track which confirmation number gets invited would probably be available after IRCC done sending all email invitations... This is for the one who is invited but somehow did not receive any email...

Rather unfortunate that are people who applied for PGP thinking they have the income without actually verifying it. That is like bidding on a house before you getting a bank mortgage pre-approval.
