No, that's not correct.

Normally, when an Inland applicant receives the AIP letter, it means that the sponsor has already been approved [sponsor received SA already] and that the applicant's relationship with the sponsor has been verified. This does NOT do ANYTHING to restore status to someone that has lost it. The next step is for the applicant to pass the admissibility stage, which your friend has NOT.

As I said, I suspect that CIC has concerns about his admissibility, but it could also be regarding his relationship, since his is a very complicated case.

Either way, I don't really see the latest letter as good news.

It just made mess for me because I know about AIP for H&C cases (where stop your deportation order once person received AIP) and I thought its the same for "Family Class Sponsorship".

In basic words : He can be called for interview and easy detained for deportation even his PR case still in process?

Been following this thread...I'm an inland applicant, the transfer to local office means the red light and siren went off in the office when they processed him..his processing time just went into years, and with good reason... The first letter would not stop CBSA if they decided to remove, I'm no immigration expert but the earlier posts showing the sections of the public policy CLEARLY show it does NOT apply to him. The fact CBSA still have the passport is a good indicator they wish to remove, your "friend" candidly is screwed all ways, they want status which is understandable but now must stand with a big neon sign above their head saying HERE I AM! for any interested parties...and forgive me if I'm wrong, but in the first letter it asked for the passport, surely as you couldn't supply it the PR application will be closed for non-compliance?

Why don't you call CBSA on your friend's behalf. Ask them what will happen. If they can't answer your question, nobody can; certainly nobody here.

I don't think that CBSA will tell me any private information about anybody....
I will ask him to call to CIC and CBSA. but I think he scared to phone them....

He can't hide in the basement forever! He should call them (from a public phone if he's that frightened), but no matter what...they won't come through the phone and arrest him.

I will suggest that to him.

P.s. The 'funny' thing for me that - he never hide (once he applied for PR, and CIC has his real address in file for a year) , he went to RCMP by himself in-order do fingerprints and criminal check (month or more ago) and nobody 'bothering' him ?

It means that his application is now sitting in a pile at the local office awaiting its turn at scrutiny and the unavoidable appointment setting to evaluate his and his wifes relationship status. It is effectively in limbo, that is why it is back to application received.
 
If it goes from in process to app recieved, that usually means an interview is scheduled.

One short update/question please:

When CIC at second time ask him for passport - CIC gave him extra time until Sep. 16 to provide his own passport. He sent (twice) letter to IRB board in-order release his expired passport because he cannot change his expired passport to new one with-out old one in embassy.

IRB - no answer at all.
His local CIC - no correspondence
On-Line Status - app received.

I have question behalf him - What happened if he doesn't provide his passport to CIC by Sep. 16?
