You can certainly claim the work experience before you are approved of the work permit granted that you have already applied for the work permit. This is called working under implied status and it certainly can be counted towards your 1 year experience.
Yes. The only requirement for the work experience to count is that the work experience be authorized; there is no requirement to hold a work permit, because some work is authorized without a work permit (of course work authorized under a study permit is excluded). This is one of those cases where, as soon as IRCC receives your PGWP application, you are authorized to work.
