I applied for quebec immigration in 2005 at damascus-syria as a skilled worker, interview held in 2008 at CHC-islamabad, every thing was fine but due to not fluent in french language i was disqualified. So fluency in french is basic requirement, you have to be command (spoken) french language otherwise u will clear cut disqualified.
