No there is no expedite process for new PR cards. As per your other post give your fathers address in Canada and he can courier or mail your card to you in your home country.

A PR card or a PRTD are only really required to be shown to board a plane back to Canada and at the boarder coming back in.

Assuming you are in possession of a COPR and that you have not already "landed", you must do so by the expiry date on the COPR.
