Hello All

I am currently on visitor status in Canada, and waiting for a final decision on my EE PR application.

One of the options I am considering, is to do flag-pole after receiving COPR and then travel to India for 3-4 weeks before I return to Canada. The purpose of doing flag-pole is for my PR status to kick-in, which will help me with 3 month waiting time for my health care activation.

Can I apply for a PRTD after flag-pole while in Canada for my planned travel to India, since I wouldn't receive a PR card immediately?

if not, can anyone please advise from their experience the procedure to get Permanent Resident Travel Document (PRTD) from NDVO? Also, how long does it take for NDVO to provide it?

You'd probably be better off asking about the PRTD in the Permanent Residency Obligation section of the forum.

FYI - you actually need to be in Canada for most of the three month health care waiting period. If you land, leave for 1-3 months and then come back - you'll restart the waiting period and have to wait another three months to qualify. It's a residency requirement - that means you need to live in Canada.
 
Apply PRTD through VFS India, generally it takes around 2 weeks.

I too, believe its better to do landing when I return from my travel instead of going through the headache of applying for a PRTD and then waiting for it. If its delayed, it will certainly push back my return to Canada.

The waiting period for EE PR is excruciating enough!
