I had lost my PR status for not full-filling the 2 years in 5 years condition. So I applied again for reinstating the PR on humanitarian grounds. Went through the process of submitting the passport in person at VFS Bengaluru and got my passport back with a visa stamp with "Permanent Resident". Is this document enough for entering Canada?

You're going to have to provide some more information, the version you've told above doesn't make sense. Specifics like what happened, what correspondence you got from ircc, names of forms you submitted, etc.
If the thing in passport you got says permanent resident travel document, for example.
