hello ,i hold PR card since 2004 ,my first renewal in 2009 and valid till 2014.i didn't enter Canada since 2010 for reasons make it hard for me to go there .now i want to go back Canada and establish my life there ,is it ok to travel as long as i still have a valid PR card
 
As a PR, you must always meet the Residency Obligations of 730 days or more in Canada in the past 5 years. If you left in 2010, you might still have that. If not, you can still try but be aware that if immigration realizes that you don't, they can report you on entry for not meeting the RO.

If they do, you would have to appeal for your PR, either proving that they are wrong or proving that you had mitigating circumstances why you could not meet the RO. They would accept reasons like taking care of a sick relative if you can prove it or even your own health problems but staying outside because you had a cool job would not be accepted.

If they don't report you but you still did not meet the RO, you should stay in Canada and not apply for a new PR card until you meet the RO again. There are no rules against having an expired PR card in Canada and once you apply to renew, if they did not catch you while you did not meet the requirements, they can not go back in time and catch you later if you meet them again when you apply to renew.
