If their COPR (visa) expires then you would have to sponsor them. If they are still eligible.

I would add, if granted permament residence (the COPR document), your spouse / dependents can complete their landing (become permanent residents) and return to their home country until they are ready to move permanently. There is no requirement that they stay here all the time!

However, to keep their PR status, they have to reside in Canada for at least 2 out of 5 years. So they would have up to 3 years to make the move.
