so i have a question as a permanent resident with a visa but no pr card yet are you able to travel outside canada and come back i am curious.
 
Yes. Once you have landed in Canada, you can leave. The PR card will be sent to whatever address you specified when you landed; someone there can then send it to you abroad, and you use it when you come back to Canada. If you want to come back before you get the card, you can apply at a Canadian embassy for a travel permit.
 
if you are a new permanent resident how long does it normally take to get the pr card im assuming what ever it says on the cic website?
 
Does a perminent resident of canada require a visitor visa to enter another country if they were required to do so before becoming a PR of canada?

Generally, yes, they do. Mexico is one notable exception.
