PEBC or WES for ECA of 4 yrs pharmacy degree

I have 4 years pharmacy degree from India with 1 year of experience in Pharma Production, 4 years experience in pharma Sales and 4 years experience as a hospital pharmacist. What should I do to count my pharmacy degree as a professional degree. Should I go for PEBC for ECA or WES?? And should I need to appear for any exam if I apply through PEBC??? Why WES do not consider 4 years pharmacy degree equivalent to professional degree???
