PCC from Uzbekistan

Hi Folks,

I need your help here... Short story - I was born in Uzbekistan but immigrated to Russia when I was 19+. Currently I'm not holding Uzbekistan citizenship and I'm living in Toronto. As per CIC, to get PCC from Uzbekistan I need to contact nearest Uzbekistan Consulate... which is in New York.
So as for now I made several attempt to contact them by phone, fax and email but unfortunately w/o any success. They don't pick up phone and don't answer to emails. I don't have USA visa to go to New York.
What else I can do? Should I just notify CIC about attempts I made and that I was unable to get any response from Uzbekistan Consulate?

I don't want to be a smart ass, but have you tried contacting the embassy in Washington?

Russian consulate in Toronto answers calls only at a certain time even though you might see their operational hours different. So I would assume Uzbek's is not an exception.

CIC will need to know if you have exhausted every option to get the PCC. You mentioned that you left Uzbekistan after you were 19, hence as per CIC, you lived in that country for more than 6 months after you turned 18. A PCC will definitely be asked for at a later stage if not provided with the application.

Keep a record of your emails to them and if possible a record of your faxes if done electronically. If the embassy doesn't respond, then you will have to furnish these information to CIC when asked for the PCC.

Thanks Guys,

The problem is that Uzbekistan Embassy in Canada does not have Consular Section and the only Uzbek Consulate in North America which processes requests is Consulate General of Uzbekistan in New York (also responsible for Canada).
Probably I'm going to download and send a request form (together with payment cheque) - worst case I lost $70.

Thanks for the link. But I wonder how I can be sure that the certificate they acquire is genuine. If not, I'm not just losing ~$600 but it can be considered by CIC as misrepresentation.

I have no experience with them, but they are listed in the Ontario Better Business Bureau - they appear legit is all I can say.

I agree that is a very expensive sum for a PCC, and I would personally try with the embassy first...

CIC does not expect you to be paying huge amounts of money for a PCC through a third-party company, hence why they list only the official sources on the website.

They will waive the PCC request if you can show that you made every effort through the official channels but were still unable to obtain it. CIC will not tell you to go spend $600 to get one through that company.

Document all of your efforts to obtain the PCC, keeping track of phone calls, emails and faxes. Email the Uzbekistan Ministry of Internal Affairs directly explaining that the NY Consulate won't respond to your requests and ask if there is any other way to obtain the PCC. Also email the Canadian embassy about the NY Consulate and ask for advice on how to get the PCC.

Do not pay huge amounts of money for the PCC. Put every effort in getting it as suggested by canuck in UK above and keep a record of them. Submit them when asked for PCC and most likely CIC will waive it. I have heard of cases at this forum doing the same.

Yes, they are sometimes waived, when there are no alternatives to physically going there. Worth a try...

pfse, were you able to obtain the PCC from uzbek? If not, how did you document your effort? Did CIC accept it?

A bit off topic here but do any of you know what it the difficulty in returning to UZ if you never filled out the exit visa? She basically left like she was going on vacation, but never returned.

Try emailing Washington. They have been pretty quick at responding to my emails. The embassy in New York is useless, they will not return to emails or calls.
