PCC from India or through BLS Canada?

Hello
I have question. Actually My wife ( lives in Canada) visited India and got her PCC directly from City Police Station in India . I was wondering should that be valid for CEC application or It must be done through the BLS India here in Canada??

If its from the Passport office from India, i am sure that it is GOOD.

If its local police station check link below.
