Payment by credit card form

Hello,
I am a csq 2013 applicant (paper based application) and i have to add a new dependent child.
It is now written on quebec immigration site:
For applications for a Certificat de sélection du Québec submitted before December 31, 2015, you must complete the Payment by credit card form if you are requesting the addition of a spouse or child to your immigration file

M y maestro credit card just expired and I got a new maestro card with a chip now and the bank tells me now i have to enter pin code when using it which was not the case previously.

Can i still use it for the credit card payment form? Or it will not work?
Or what do i have to do

Pin code is only required when you physically swipe credit card. Your credit should work fine without pin in Credit Card form

For online submission, do they charge the credit card right after we submit our application or they take time?

my personal advice do not use the credit card , my file was returned twice for the pin issue , just use the certified cheque more safe and not risky.
