Both are two different things.
Umm. I'm not sure what the difference is. I sent in my application and they sent back a letter saying it was declined. Afterwards I applied for a reevaluation and was told the refusal was because the currency of my funds was not stated on the statements I sent in. I sent in a new application with the updated documents and got the visa.

I guess in that case they refused me the visa? I will probably tick 'yes' in my app and add an explanatory note.

If so - you need to find a way to either correct this error (I don't know how you would do that) or withdraw your application. It will be extremely easy for CIC to find out about the refusal and failure to mention the refusal is misrepresentation. At a minimum, if CIC catches your representation they will refuse your application. It's also quite possible they will give you the misrepresentation ban which is a ban of 5 years from entering Canada.

The question is extremely clear - CIC will hold you responsible if you didn't answer correctly.
YES i will withdraw. How much time will they take to withdraw it ??

No I guess I should better withdraw my application . How much time do you think will they take to withdraw it and will they give a full refund??

What's your CRS score? If you can guarantee an ITA for next round then do go ahead and withdraw. But if your CRS score is borderline I would recommend you try sending a CSE before withdrawing your application.

My score is 970 brother..thats why I prefer withdrawl
