Passports to CPC Ottawa- Nov 2017

Hello all, so I sent email to Ottawa today to ask whether they have received my passport or not. The first email they replied is NO, and they asked me to provide the tracking number. After I provided the tracking number, the second email came as following :

Dear Sir/Madam,


Your passport was received on December 7th, 2017 at our office. Your application has been finalized and your passport will be returned to you shortly.


We thank you for your patience. In order to efficiently process requests, we will not reply to duplicate emails.

What does "You application has been finalized" mean? is it mean it is already approved? Also I wonder is that normal to give tracking number to them to know whether the passports has been received? Thank you!!!

I see a lot of Indian citizens are sending their passports from US to Canada by FedEx/UPS as per Indian law (also printed on your passport) it is illegal to send your passport in mail across borders. Has everyone had a smooth sailing with the complete process? I am debating on asking to change my Visa Office to somewhere in US.

I am not sure if this is illegal, but for sure it would make the passport processing faster!
 
There is 1 more thing I would like to ask. I just checked my returned track number, and It said "Order Processed: Ready for UPS". What does it mean? Is it considered to be tracker activated??? I am so confused right now. Thank you for help!!!

I was surprised that i received the email 10 pm （i am in ottawa）. Nothing has been changed in my CIC account so far

So, return envelop is not empty. Return envelope has 2 Passports ( self and spouse) with visa , 4 COPRs ( 2 per person) and 1 cover letter stating next steps, rules etc etc.

Noticed that visa issue date is incorrect. It's 9th Nov 2017 instead of 9th Dec 2017 ( but then 9th Dec was Saturday !!!. o_O ) Most probably passports are returned in order of visa date ( 9th Nov in my case) and that's why my return tracker got activated within hours of application approval.

EDIT: I am being told that visa issue date is the date when Visa Officer makes decision on your file. SO 9th Nov looks right now.

Here is my final timeline:
Stream: QSW
PPR Date: 8th Nov 2017
Passport Sent Date: 9th Nov 2017 ( By Fedex from East Coast, USA)
Passport Delivered Date: 10th Nov 2017
CPC Approved: 11th Dec 2017 ( in MyCIC, no email, visa issue date is incorrect - 9th Nov 2017 instead of 9th Dec 2017)
Return Tracker Activated Date: 11th Dec 2017
Email of update in MyCIC: 12th Dec 2017 ( no real update observed, I guess update emails are sent 1 day after approval)
Passport Received: 12th Dec.

CPC Passport Received by Agent Date: Isn't it the same as delivery date?

Return Tracker Activated Date: 12/12/2017
ETA: 12/15/2017

Logged into CIC today and saw "final decision: your application was approved" :)

I have not received in email yet and no word on return tracking that should be coming via FedEx from Ottawa to NC, USA.

mine was delivered on nov 16. Still no updates. My flight was on dec 10 which i had to cancel and postpone cost me $800. Sent them emails with my air ticket but didnt worked. Now i have flight on dec 30. I pray i get it back by dec 30. I am stressed. Dnt know what to do
 
Hi, I called up CPC Ottawa customer care and they told they can fasten the process only after it exceeded 30 days from the date of passport delivery. If any of you got a different reply, please let me know.

Passports were delivered on nov 21st.
