Passport with CIC for 3 weeks for visa stamping

I guess it makes sense because I saw couple of ppl from Visa Exempt country getting PPR last week..

May be the delay is because they ran out of their Quota for the Visa.. So guess we will have to wait till the next cycle so that they can roll out Visas.

but then why would they ask for passport when they are not ready..

I ask everyone to comment if your passport or someone you know have been held by CIC for more then4 weeks.
there are about 5-9 people who are waiting for their passport for that long. I am really stressed out now. Usually it takes less then 3 weeks but
in our batch its taking forever, pls share your experinces, thanks in Adavance
