PASSPORT STILL NOT RETURNED FROM VISA OFFICE MANILA

Hello guys,

I just want to ask your opinion on my wife's situation.
She received her RPRF Fee request at around May 2016 and we paid it immediately.
Then the Visa office Manila requested for her passport on June 22, 2016 and she immediately submitted it on the following day.

On July 12, 2016 she emailed CEM to ask for an update and they replied saying that her travel document is already in queue for printing.
And they are just waiting for a system update from Canada.
But up until now, she haven't got her passport back.

But when we checked my wife's application online it says that:
Application/profile status : Open
Review of eligibility : Review in Progress
Review of medical results : Passed
Review of submitted documents :
Scheduling an interview : Not needed at this time
A background check is needed : In Progress
Final decision : Not Started

I reached out to our MP's office (Kevin Lamoureux) to ask for the status of my wife's application.
And they called the Canada Immigration Office and told me that there is no Final Decision yet.

It is somehow confusing,
Why would CEM ask for the RPRF fee and my wife's passport if the review of eligibility is still in progress?

Why would they say that my wife's travel documents is already in queue for printing if there still no final decision?

Anyone has an idea on what's going on here?
or someone has the same situation?

Thanks in Advance!

Have you asked why they'd request the passport if there's no final decision yet?

I thought they only request a passport when they are ready to issue the visa.

I didn't had a chance to ask that question..
I was told by the MP Office to comeback to them next week to check the status again.
I will surely ask that to them...

i believe they already made a decision but i'm not sure if they had scarcity in issuing the visa stickers. It happens once in a certain country i know, all passports printing for visa stickers were on hold. But it was great move to link the passport number to residency card, since it will be redundant if visa sticker on passport is printed and resident id also with same data and all.

Just my opinion. :)

Thats an interesting theory. I was thinking they probably think oh the meds dont expire for us till jan so theyll wait till 2-3 months prior. But that could be wrong too and apparently there is no rule against them keeping passports for how long so for all we know they can continue to keep it.
