When I got my PPR, CIC didnt request for passport pics. They only requested for 1. Passport 2. Copy of letter that I received from my email 3. Return envelope.

Do I wait for a pic request?

so far i know every body needs pic and passport and express post envelop
for visa free country need pic and photocopy of passport and envelop

You don't need to send pictures nowadays. They will use the pictures you sent with your application. So, yeah just passport, copy of email, and return envelope are needed.

They asked me for pics of everybody included in application.

It was in he letter of Passport request.
They sent me a link in that email for specification too.

If your dependent is abroad, she/he will need to send picture. Lately, the PPR from Ottawa doesn't require pictures. If you request your visa to be printed elsewhere, the new PPR email will likely say you need pictures.
They will give you 2 copies of CoPR. One of them with your picture in it. They will keep the one with your picture. My CoPR had the picture I sent with my initial application. However, my wife was in Ukraine and I had to request her visa to be printed there. The second PPR email said she needed to send her passport with 2 pictures.

You have now. Mine didn't request pictures and neither did tinacraigg's.

That is weird how CIC is changing requirements
My PPR is clearly asking for photos, and the day I got PPR the link that they had there was opening a page with specifications for small pictures, when I went to take pictures they told me that requirements has been changed
just in case I ask for both sizes of photos
than come home open the link again, opened different page with specifications same as Canadian passport requirements

Tracker activated today. Passport received in Ottawa last Nov 23. So they did not request for pic. Spoonracoon is right my friends!

1. Passport(s) OR photocopy(ies) of passport(s), as explained in Step 2.
2. Two (2) photos of yourself and of each accompanying family member. See our specifications at www.cic.gc.ca/english/information/applications/guides/pdf/5445EB-e.pdf
3. One self-addressed, pre-paid envelope with your complete mailing address so that we can return your passport(s) and Confirmation of Permanent Residence documents. Please see details in step 4.
4. One copy of this letter.
