I received a correspondence via email from Canadian Consulate in New Delhi requesting passports to be submitted.
I am currently residing in USA and unable to go to New Delhi to address this issue. Is it possible to request a change of venue or ask to submit the passports at the USA Canadian location?

his is in reference to your application for permanent residence. To finalize your application, we require:

1) Passports
· VFS is our trusted partner for safe and secure passport transmission. Using VFS services is the only way to submit your passport. Contact VFS in India or in Nepal and pay the requisite fees for the Passport Transmission Services . A separate envelope is required for each passport.

· Please take this letter and present it to VFS for the purchase of the secure Passport Transmission Service. VFS will send your passport to the High Commission of Canada in New Delhi in a secure envelope. You will then be advised by VFS when your passport has been returned and is ready to be picked up.

Please note that permanent resident visas cannot be placed in Diplomatic, Official or Military passports.
There must be at least two blank pages in each passport.
We are unable to issue a visa beyond the expiry date in your passport. Your passport must be valid for at least six months.

congrats, you can send a email requesting the same. But i will advice you to send passport to delhi with indian address via fedx if not possible to travel yourself. Then someone can bring back your passport in US by flying out. This is perfectly legal.

By the way when did your all forms reached Delhi office . Was it in july or june.

It is up to cic to decide where to send your application forms to. Let cic New Delhi process your case and during PPR phase you can request the office change. New Delhi cic has got faster processing time...

Subject : Request to transfer our Passport submission request to Visa Application Centre in USA

Dear Officer,

With due respect I wish to state that we have received an e-mail from your office dated 1st August 2016 which has advised us to submit our Passports to the CIC's New Delhi , India Visa office within 30 days.

We wish to inform you that currently myself xxxxxxx ( UCI #) and my dependent spouse xxxxxxxx are living in USA.

We want to bring this issue under your kind notice that Indian laws do not allow its Citizens to send their Passports from an overseas location ( in our case USA ) to India via Postal / Courier mail service. So it will be illegal for us to send our passports from our current country of residence (USA) to India by post for this immigration visa stamping.

We request you to transfer our completed Provincial Nomination Permanent Residence file # xxxxxxx to Visa Application Centre located in Los Angeles, so that the stamping of our passports with the immigrant visa can be done here in USA.

Because currently we are living here in USA , due to a pending immigration status in USA be very much in-convenient for us to leave from USA to submit the passports.

I request you to kindly consider this request . I humbly request to review this matter and advise accordingly.

I am hoping there is a solution to this matter.

Thanks for the thread and sharing your letter.

We are in a similar situation as my mom is in America and my brother who is now Canadian had filed for her family based immigration in Toronto. She has Indian passport and Indian ties but it is too risky to send her passport to India while she is here.

The primary applicant (my dad) is in India.

Did you have a resolution from the New Delhi office?

A certified Canadian Immigration lawyer quoted $450 to send a standard later requesting Canadian New Delhi Branch to change the visa office....which was outrageous.

Initially I opted to send them an email which in the past I never got a reply from the Consulate.

So wrote them a letter, which in my case both my parents are in USA.
Per Canadian rules you can file your case from a country other then your place of citizenship if you can show that you resided in this particular country legally for a year. Hence I went an extra step and submitted further proof with my letter that my parents have resided in USA at least a year legally.

Per lawyer's input I was told that it would take a month/30 days for the change of venue. It took a month and New Delhi office replied:

Dear Applicant

This is in regard to your application for Permanent Residence in Canada.

As per your request, Please find attached instructions on how to submit your passport at Los Angeles office.

I have sent their passport to LA and it has been a week...still waiting for return mail with the updated stamping on the passport.

It was excruciating...specially after a shady Canadian lawyer told me that the process was at the last change and a change of venue is not possible......but glad it worked out for me.

Hope someone else in this forum can give you further input on your case.

I don't want you to solve my problem but do want to clarify a bit more on contextual level. I am American, but my mom is not. She is here on a tourist visa and planned to be here for 6 months in total. She has already been here for 3 months. I am basically going to request the Canadian authoritties that instead of 30 day limit, we be granted 90 or so days such that she can finish here trip here, carry the passport and do this in person when back to India.

Couple of follow up questions, if you have time

1. Our notice letter was generated by CPC- Ottawa (case was filed in Toronto) and advised us to submit passport to New Delhi. Where was your notice generated from? Was it from Canada, USA, or from New Delhi? The reason I ask is I want to understand why you wrote a letter to Delhi instead of the office where the notice came from or case was filed at, assuming it was not New Delhi.

2. You mention you wrote a letter. May I ask what address did you send it to and by what means (regular post, VFS 3rd party, something/someone else)? The reason I ask is I am going to take the email and fax and letter route in order to cover all bases and want to know where to send it if it is New Delhi office.

1- 3-5 years ago I had the intentions to move back to Mozambique. During that time when i was fulfilling the request by the visa office in Ottawa to submit further paperwork I gave the consul my address in Mozambique. This caused my case to be assigned to New Delhi (it was a confusion to me as well when I was receiving a correspondence via email from New Delhi....for awhile felt it was a fraud.....the case should have been assigned to Pretoria, South Africa).

2-I sent the request via mail to New Delhi....via DHL:

7/8, Shantipath, Chanakyapuri, New Delhi, Delhi 110021, India

One thing the passport submission correspondence made an emphasis on : that the visa stamping date or the entry date cannot be changed. any change at this stage would cause the application process to restart. I am guessing everything plays a part on this process. The medical which has an expiration of 6 months, your criminal certificate, etc. Any extension on your part would cause further delay. This is my assumption...i could be wrong.
