Passport request - Vietnam

Are passports of Vietnamese applicants submitted to Singapore or CVAC office in Ho Chi Minh City? How long does it generally take to get passport and travel documents back?

Passport should be sent via VAC in Hanoi or HCM. It takes approximate 4-6 weeks to get pp and document back. Yet I observe they process quite quick lately. I submitted pp on Oct 25 and got back today Nov 11.

Really have no idea as I received PPR while ecas, eligibility and background check still showed In Progress. While many people got theirs after DM or passed eligibility.
