My return tracker hasn't been activated yet either. Counterfoil has been generated since Dec 20. Is there a specific email for this Ottawa office or just regular web form?

Yes. they said they do not know how long it will take? You can try as well and see if Joe is still sleeping or buried under the snow somewhere

Mine was delivered to 365 Laurier Av and Signed by R Rosie. It was delivered on Friday 01/07

My return tracker has been activated as well. Apparently UPS picked it up yesterday evening.
When was it delivered ?J Joe is out of the woods. My counterfoil generated this morning. waiting for passports.
