Passport application

Hi!
I am filling out my passport application and had a few questions, hope you guys can help me out:

• Section 3 - Previous Canadian Travel Document - Does a PR card counts as a travel document?
• Section 5 - Documents to support your identity - can a PR card and provincial license be used for this?
• Do I only need to have 1 picture signed by the photographer and the guarantor?

General question -
I don't have any plans to fly soon, but would still like to get my passport quickly.
Is it better to submit by mail or in person?
If in person - I can't seem to find any available appointments, so it can only be a walk-in. considering the recent long-lines in the passport offices - how long might it take to apply in person (including waiting in line)?

Appointment: Try searching by selecting "I dont have travel date". Search during this evening time after 6pm or before 8am as during daytime it gets filled and seems they dont release the appointment slots.

If my oath ceremony is June 13, what do you think will be a reasonable time after it to schedule the appointment for?
Considering having to wait for the official certificates to arrive

Considering having to wait for the official certificates to arrive

3 weeks. Usually it comes within 2 weeks but its better wait for 3-4 weeks so that you dont miss the appointment if certificate is delayed(as anyway you dont have urgent travel hence first week of July should be good).
