As the saying goes "When it's too good to be true, it usually is", in this case I am quite confident it is, especially considering that they are asking for a payment in advance.
Best way to verify if it is a scam is to ask them about the method of payment. If they reply back with stuff like Western Union or PayPal, you can be guaranteed about it.
A 1-2 bedroom appartment in Toronto goes to about 700-800 dollars on the far outskirts (or closer but basements) and up to 1500-2000 dollars downtown.
