Hi..I immigrated to Canada two years back..my parents Visitor Visas got refused twice in the year 2017 (8 months after we immigrated). I was told that they can apply (and will 99%) get a TRV if my husband and I have permanent jobs in Canada which we now do and by the time I apply for them, we would have 3 years of NOA.. I also have done my Immigration Consultancy Course from Canada this year. I knwo all forms and attachments that need to go for a TRV, but am a bit confused at the part where I have to show strong ties to country of origin for my parents. How do I do that? As my only brother is in the US and now I (alongwith my family) have immigrated to Canada.
My mother has a permanent job back home and they have good savings and investments. My father has two brothers back home. How much money should be shown in the Bank Accounts and do all investments have to be attached in Proof of Funds of Applicant part. Don't know what else to add as they do not own property or have any other tangible assets?
Please help

Nothing is guaranteed.

1. When did they apply?
2. What were the refusal reasons?

Your employment does not matter for their TRVs.

I apply for them, we would have 3 years of NOA..
Three years' NOAs.... not required for their TRVs.

It seems like you were misguided. Or else, you have misunderstood the how a host can support the visit of TRV visitors. The documents you've referred to are more to do with super visas/PGP PR.

This should be your super primary focus: Proving their ties to their home country + their financial situation + a genuine purpose of visit

Please help
1. What is the purpose of their visit and duration of their stay?

2. Do post the list of documents that they intend to submit

3. Do they have a lease? Have they traveled to other visa-required countries? Stable financial situation without depending on you nor borrowing from anyone?

4. Your dad's brothers are not family ties

Its my view and sharing it !
Your brother in US and you being in Canada ( Assuming no more siblings ) and their travel after you immigrated ( 8 months) along with back to back applications ( Time gap I am not aware) after first rejection shows desperation to me .
Did you applied GCMS notes After refusals ?
Did you checked the reasons of refusal remained same ? If you would have done that may be you might have got an idea why and what lacks to be changed as per your parent circumstances.

Lot of things matter - Were you working at that time as you were doing some course ? Did you invited them and why they would like to visit Canada ?

I think you should first find out reasons of rejection , as i do know people who have invited their parents within like 3-4 months of becoming PR and got approved .

They had applied in February 2017 (I think) the first time and immediately after the first refusal, they applied again.

The reasons were not strong ties proven to country of origin. The inadmissibility thing and intent to return to home country not proven. How does one make ties to country strong?

My parents want to visit me as they have not seen me and my children for over two years. They are financially very well established and do not depend on me for financial support at all.

Yes I do understand that 3 years NOA is for Supervisa but I had heard and learnt that our permanent/stable jobs is quite essential if we are inviting them.

They would like to stay for a month to six weeks max. Can I add my Anniversary celebration invite and my daughter's Sari wearing ceremony (it's a traditional thing) invite along with other documents that need to be submitted.

They do not have a lease.
I shall provide my mother's employment letter stating that she has leave for max 6 weeks and then has to resume work.
Also, shall give bank statements (of minimum two banks where they have accounts) plus some copies of their investments.

Also they are quite independent, both my parents have their own cars, they have their own social group and do not want to come here and settle as they can't bear the winters.

My parents have good travel history too with 10 year US visa (on which they traveled 2-3 times) and also have other visa stamped places they have visited in the last 10 years like Vietnam, India, USA, Thailand.

What else can they submit to make their case strong?

Only hard evidence of ties to their home country will work.

Quite incorrect.

They would like to stay for a month to six weeks max. Can I add my Anniversary celebration invite and my daughter's Sari wearing ceremony (it's a traditional thing) invite along with other documents that need to be submitted.
You can include these events + a detailed day-by-day plan for their visit (sightseeing, spending time with you and your family, etc) with expense estimates.

Generally, anniversaries and birthdays are not considered as reasons to visit. Have you planned to celebrate these events and invite people for it?

They do not have a lease.
If they don't have a lease nor do they own the house they live in then is it a company/government accommodation?

I shall provide my mother's employment letter stating that she has leave for max 6 weeks and then has to resume work.
Her employment letter + salary slips + bank statement to which her salary is credited + the leave approval letter + tax returns

When is she likely to retire?

Does your dad get a pension? Does he volunteer for social or charity causes?

Also, shall give bank statements (of minimum two banks where they have accounts) plus some copies of their investments.
I would make a statement of these investments + state whether these investments can be liquidated (if required) or locked-in.... along with copies of each.

For their bank statements, their bank transactions must be in line with their declared sources of income, nothing borrowed from someone.

Also they are quite independent, both my parents have their own cars, they have their own social group and do not want to come here and settle as they can't bear the winters.
You'll need to work hard to prove they have other reasons to return to their home country.

Your mom's employment is the only strong tie she has presently. Finances can be managed online = Not a compelling reason to return home.

Your dad does not have any ties.

My parents have good travel history too with 10 year US visa (on which they traveled 2-3 times) and also have other visa stamped places they have visited in the last 10 years like Vietnam, India, USA, Thailand.

What else can they submit to make their case strong?
Only their travel to USA will matter. Do they plan to visit your brother in the US this time?

Based on your posts, I'm guessing they are from Sri Lanka. Nonetheless, you can check if they are eligible for CAN+ processing depending on the passports they hold
