I guess they send a file to Ottawa if it is straightforward - if they can see that there is not much paperwork to check. And sure if a parent has been to Canada or still in Canada is supposed to help too.sponsorparents said:@ sibnadian, I have a feeling that it may be based on parents file with CIC. If they already have sponsored person's file in their database, then they might send it to Ottawa. In my case my parents visited Canada once. May be that's why they sent it to CPC-O.
Its just my thought not necessarily be true. Or it may completely be a random pick.
