For my mom who is a visitor in Canada now, I sent only Indian Police clearance with additional documents requested on nov 25,2011.

Will I be needing Canadian police clearance for mom? ( my mom has been here 3-4 times, sometimes more thn 6 months)
I am of the opinion that I dont need to send canadian PCR. (Read below as to why)

Because faced with this dilemma, I came across Guide 3998 - Sponsorship of parents which states:

Police certificates
If you and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens have to provide:

•a valid police certificate, or
•police clearance, or
•record of no information.

These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.

...will they send passports to the home visa office or to Canada, sure second is unlikely, so it means the file will be transferred anyway?

I believe, once the file processed, Ottawa would issue instruction to the local office (the visa office you mentioned in th im008 form). The local office would then simply print the visa on the ppt.

asidhu5, IMO, it clearly states "other than Canada", thus, no Police certs from Canada required.

My parents went to commissioner/SP office in India to apply for police clearance certificates. They were told that the commissioner/SP office is no longer issuing pcc and asked them to apply at passport office. Is this true (Indian applicants)? If so, does CIC accept pcc issued by passport office?

my parents ddi theres in Decmber and SP did that so not sure if it got changed after that, but as far as i know some placec the passport office is doing that so i think it will be ok

1. CIC does accepts PCC issued by the passport office.
2. If you are trying to get the PCC from the police in NDelhi, I think its done at a centralised location. I got this from a different forum.

The response time for PCC from passport office varies. Some claim (from NDelhi) they received it the same day, some a week. But I would assume it would take about a month, to be on the safer side. A lot depends on the address on the ppt and the current address of the parents. If they are different, it takes longer.

the e-mail that i received from CPP-O says to bring passport to the medical exam... but it's not for visa - it's to prove the identity... DMP can not issue visa...

I thought Doctor may forward passports to CIC along with medical reports. They faster way CPP-Ottawa working, you never know. ..

So, parents have to wait until Can embassy ask to submit passport. right?

yes - my understanding that the decision is made after medicals and background checks are done... and then you get a request to submit the passport... i think if the case is in the local office then it's clear - they ask to sumbit passport to the embassy... however it's not clear with CPP-O... no sure if the request will come from Ottawa and passport has to be send to Ottawa or they will transfer the case to the local office in the parents country of residence and the passports has to be send to the local embassy...

I think passports will still need to be sent to the local office. Really, citizens of countries like Russia have no other choices as it is prohibited by Russian law to send identity documents abroad.

I called CIC yesterday to ask about police certs from Canada. They said it won't be needed. The also said that if CPC-M received my docs on Feb 2, i will not hear back from them before 2 or 3 months have gone.

i know... but technically there are two options and some of the parents are already in Canada on visitor visas...

i think the process will slow down now because more and more people are done with collecting documents and sending them to CPC-M...

Today My parents went to cp office in my area for pcc,submit documents.They told process takes 15days,even cic accept passport office pcc too.In my region passport office takes more than a month.Cic giving only 60days time.I saw in other thread Punjab people gets very quickly.
