Flag-poling for permanent resident is exiting Canada without US visa. If you are temporary resident in Canada and you received pr visa while you are in Canada, you must exit Canada and return as landed immigrant. The easiest and fastest way is to go to the US. According to the CIC agent yesterday, the US officers are aware of it and just tell them that you are "flag-poling" for permanent resident. We were all uncertain when we went to the border as we all know some CIC agents are somewhat unreliable LOL, but we just did what the CIC agent told us and trusted God will our hearts and minds. After I mentioned "flag-poling," the American officer did not say anything until after scanning our passports and then he showed us what to do and where to go (polite and accommodating) and the whole thing was just less than an hour (long line up/waiting in both borders included). I hope this explained "flag-poling" I am not really familiar with this until just yesterday.

Me too, I was told at phone by a CIC clerk that flagpoling is the easiest solution, given that we live quite close to the border (80-90 min drive).
I plan to do it next week, as soon as my mother receives her PP + the PR visa.
FedEx finally has picked up her passport from LVO (seems that the Control # worked...) and now I'm tracking it on their site.
I would have a question to ask you: Did you first stop at Canadian Immigration office (meaning that you left the car and stepped inside the office)?
Or you went directly to the border, just explaining - while sitting in your car
- to Canadian Customs officer and then to US Customs officer what you plan to do?
