I would say wait for their reply. So far, we do not have any information on how long the local VO would take to issue the visa. As regards the PCC, if you have submitted the PCC from the local police station, then there is no need to send another PCC (local police or passport office) to NDelhi. Your entire file gets transferred to the local office.
