Today my parents are done with medicals. My father got operated 28 years back and had a major surgery . Stunt was put while doing surgery.m and he has short term memory loss as well . Doctor somehow mentioned that it could be problem in approval . What do you guys suggest ? Can he be rejected on medical grounds ?

Impossible to say with so little information. If he has something like dementia yes He could be denied. He will also likely need extra cardiac testing to ensure that there are no current cardiac issues.

My father faced an accident in 2018 where he had hematoma and went through surgery in head (brain surgery). After 2018 he has never faced any epilepsy issue but doctor has suggested epilepsy medication and my father is taking is Oxetol 300 once everyday.

Does this thing can lead to refusal? or as condition is stable and medical dose is reducing should be mentioned in medical examination?

You will not know until medical is completed and wait for decision of panel physician. If your father receives a PFL then panel physicians look at his condition over the long term not just if he is stable today. They will look at whether he may need treatment in the coming years.
