My parents would like to apply for visitor visa to attend my convocation ceremony. I was going through the checklist and marriage certificate is one of the requirements. But they do not have any marriage certificate as it was not common in 70's in Bangladesh. Would it work if they submit a notarized declaration?

Why would this be relevant? "Two persons say they are married and they got a proof of them saying that." .... o_O

O! No, they do not to submit this. They should submit notarized explanation from the state that " it was not common in 70's in Bangladesh".
Sorry for confusion.
Also birth certificate of a child where both parents are shown also could help. :)
