can someone please share link where I can find financial eligibility rules for sponsoring a parent..

I could get following link,

but not sure how to verify financial rule, and I think there is one rule that sponsor needs to submit NOA showing LITO income for continues 4 years... I am looking for link to that rule to verify if I do qualify for my mother?

Minimum Necessary Income requirement for sponsors of parents or grandparents

If you are sponsoring a parent or a grandparent, you must submit a Notice of Assessment or Option C print out issued to you by the Canada Revenue Agency for each of the three years immediately preceding the date of your application. The minimum necessary income requirement, which you must meet for each of the three years is equal to the Low Income Cut-off s (LICOs) plus 30% ,taking into account the number of family members for whom you are or will be financially responsible.

I do have income better than mentioned in LICO table, I migrated to Canada in end of 2012, so don't have mandatory income proof in Canada for 2012... but have sufficient after that...

I am salaried person and get bi-weekly salary slip....
2013 - Have NOA from CRA
2014 - Have NOA from CRA
2015 - I have already got salary to meet LICO criteria... and by end of January 2016 I will get annual salary slip (T4) for 2015 income ...

Is there any chance if I can submit annual salary slip (T4) issued by Canadian employer?

I believe, next year, by the time I will get NOA for 2015 income from CRA, 5000 quota will be finished...

Any suggestion if T4 issued by Canadian employer can be used or I would need to wait for NOA for 2015 (MUST) and probably loosing to 5000 quota?

Unfortunately you'll need to wait until you have your NOA for 2015. This means you'll have to wait until 2017 before you will be able to apply.

FYI: The application cap was reached in a day and a half this year.

Yes - the quota will be reached long before the end of January.

Based on how things went this year, I expect the quote may be filled the first day CIC starts accepting applications this year.

It's irrelevant anyways, as T4s are not acceptable proof of income. ONLY CRA issued documents are allowed:

Requires that evidence of income be limited exclusively to documents issued by the Canada Revenue Agency (CRA).
Sponsors and their parent or grandparent's accompanying family members will be required to demonstrate that they meet the new income threshold for three consecutive years using only documentation issued by the CRA. CIC will accept either a Notice of Assessment or an Option C print out.

yes my lord you are correct :) ... I was trying to look into options to apply, if possible, as processing time mentioned is 7 years for our visa office..

You can always move to Quebec where they have kept the original requirement of only 1 year income required for sponsoring parents!

For 2014 PGP intake, people submitted 2010, 2011 & 2012 NOA's.
For 2015 PGP intake, people submitted 2011, 2012 & 2013 NOA's.
For 2016 PGP intake, one would need 2012, 2013 & 2014 NOA's (one wouldn't have 2015 NOA by the time 5000 quota fills up). Furthermore, CIC doesn't expect it either. Hence, the Minimum Necessary Income-MNI (LICO+30%) table would only show income list for 2012, 2013 & 2014 once they update it for 2016 intake. There is no alternative as it seems.

The LVO processing time isn't applicable anymore. Based on 2010-11 PGP applications, you are looking at 3-5 years of processing time including sponsorship approval and PR for your parents. Once CIC starts working on 2014 applications (first batch of 5000 quota), we will have a clearer picture.

I have another question regarding this same topic.

I have my 2012,13,14 NOA ready to apply on Jan 1, 2016. However, my 2012 was under a different SIN because I was landed in 2013 (so my 2012 NOA was under a SIN starting with a 9)

I was told that the 2012 NOA would not be considered for this reason.
Can anyone confirm if this is correct?

As long as it was your old SIN, it's all good. CIC knows about the procedure of SIN numbers, they not going to reject the application something that's law in canada. I had a temporary SIN too and my sponsorship application got accepted with no issue.
