" As I am not a licensed representative, what should I do?You can create from Canada and upload all the forms. Make sure you fill representative form where you as a sponsor representing principal applicant.

Hi thanks a lot. Just one question, does filling out IMM 5476 (Use of a Representative) makes me a licensed representative as required by Representative Permanent Residence (PR) Portal.
