Parents Birth Certificate

Dear Seniors

Kindly help me.

My parents file (Complete Documents) has to be submitted at the Delhi office.

Now as my parents were not successful in getting their birth certificate as the concerned person does not have a record of their birth (As they were burnt) now they have written the same in the certificate that the records were burnt.

Now in such case can a affidavit along with all the supporting docs in which their birth date is mentioned is being prepared will do or not.
or what else can be done Kindly help.
