Here is the situation and please give your true advice.

I live in Pakistan.

My older brother has been living in the USA since 1996. Got USA Citizenship in 2008 and applied for my dad in mid 2009. His case had been approved by National Visa Center in 2010 and was appeared for family based immigration interview in June and waiting for his visa. He was put on Administrative processing so he will get his passport back in 2-3 months time. He will go there and become a permanent resident.

1. Can my DAD sponsor his sons and daugthers on the basis of being a Green Card holder? or Will he need to be a UZ ciitizen first for sponsoring them? How long will it take us to go there if he sponsors us?
10-12 years or more than that if he needs to be a US citizen first.

I am the second youngest family member 29 years old and the youngest person is 25 years old. Other family members are over 30 years and unmarried.

My older brother is also a PR of Canada. I heard that if he sponsors my dad his case will be processed quicker and will be finalized in 6-8 months. Then he can sponsor us as his dependent children.

How long will it take for us to go there in Canada if my dad sponsor us after becoming a PR of Canada? (supposing if we qualify as we can prove that we are full time students and unmarried)?

If family based immigration to Canada is quicker than that of USA then I will force my older brother to sponsor my dad from Canada as well?
 
A parental sponsorship could take up to 4 years in Canada,6 to 8 months is not true.
 
If my dad becomes PR of Canada after 4 years, how many years will his dependent children have to wait for becoming PRs? If all things are in order.

As his children are all over 22 they can't be sponsored. If he was a PR and lived in Manitoba or Saskatchewan he could sponsor one under their PNP program.
