Our combined income is good for sponsoring 4 people. Mine and her parents.
Is there any rule that only one person who is co-signing for the income can not sponsor.
You need to ensure you meet the Income reqm for your family + sponsored (i.e. + 4) if you are sponsoring your parents and your wife is sponsoring hers.

I know the PGP application is all online, but the forms IMM1344 and IMM5768 require signatures. Do I print them, sign them, and then scan and upload them into the online portal?

I have received the invite for my parents. I am the sponsor(husband), my income is much lower than my wife(co-signer) but our combined income is $100k plus for last so many years so I am assuming we are good from the MNI perspective. While checking the sponsor’s financial ability, can the IRCC say that you being the sponsor are earning very less compared to your co-signer so you won’t be able to support the parents? could this lead to unsuccessful decision or rejection?

“If your family size changed during or since those 3 years, it could affect the amount of income you need for each of the 3 years. IRCC may also calculate a different family size for specific years based on the detailed family information you provide in your sponsorship application.”
 
Thanks, and also if you can answer another thing. I am in QC for only 1 year contract, if I end up going back to Ontario, do I stay eligible for federal side (3 years income) ? Or I will have to wait for another 3 years outside QC. Thanks
This could be tricky since you would be asked to sign the undertaking for Québec, which is different to the Federal one - not sure what will happen if you move out of Quebec while your application is still in progress. Maybe you should ask an immigration lawyer.
You won't need to wait an additional 3 years to be eligible to sponsor in Ontario, that's for sure

It doesn't matter. You are fine to submit your application.

Also, what is the requirement for submitting digital photographs of the applicants? Does it need to have the back page scanned with the stamp of the photographer?
