Little brother will be flying to Canada in January along with mom and dad for school purpose. When they do get the Passport request, can they just submit it in Canada? How does it work?

Medical Request: 18 Aug, 2022
Medical Submitted: 01 Sep, 2022

Hi not exactly your situation but I have similar experience during my wife's pr application (2012-13). When her passport was requested for pr visa (spousal application), she had less than q week for her schedule visit to Canada on visitor visa. We sent email (back then there were not web-from) to the visa office with our situation. Accordingly, we were asked to submit our passport to case processing office in Ottawa (CPO-O which is like visa office, yes there was an office in Ottawa). On the day she arrived, we mailed her passport and took less than 10 days to get back to immigration visa. We did flag-pole at Niagara Falls to complete the landing.
