Hello, my father's application was received on 24th june.
Today I see that status on ecas is decision made for sponsorship.

He is currently with me on super visa, I want to apply his PCC. For Indian applicants currently in canada, is getting PCC from BLS the only option? Or can we get it from police station in India too?

Congratulation! BLS is your way to go.
 
The one you get from BLS is for all India, the one you get from PS in India is valid only for that jurisdiction. Previously Canada used to accept that one, but now they mentioned on their website to get it from Passport Office or through Consulates. However one of my friend submitted last year from PS and it was accepted for her parents.
I would recommed to get one through BLS, process is easy through BLS.

What can I provide as proof of address for him? He does not have any bill/ drivers license etc. Also should I send my PR card copy to BLS too or just his visitor visa copy?

How long did your super visa take top be issued? Does it take same time as normal visitor visa>?

We applied in 2016, took about a month at that time.

I was expecting to get the expression of interest form today on the website to be able to apply for the Parental sponsorship since they're planning to take 30k this year but cant find the form. So we decided to apply for a visitor visa for my mum instead....do you advice us to go for the SuperVisa? We wish she gets to Canada by December.///

Depending on which country your parents are from, super visa processing time may be longer, for India I know for sure it is way longer than visitor right now. With covid slowing thing down, I personally will go for normal visitor visa.

For proof of address: your (sponsor’s) proof of address is good enough.
Are you planning to mail? Or personally will be going there?
Go to the checklist of BLS as per Jurisdiction as the documents requirment varies slightly between provinces.
In Calgary, i took my Canadian Passport, Indian Passport, DL for address, and parents’ passports, all originals and copies. They took all the copies. But they will need your PR card’s copy for sure and Indian passport to show relationship between your parents and you.
Also, In Calgary (Vancouver Consulate) they wanted the PCC request letter from IRCC so i was only able to get it when i got the request and not in advance.

I think they are going to pick another 30k from the last pool.

Using the same random selection process as used in previous years, IRCC will send invitations to potential sponsors who have already submitted an interest to sponsor form in 2020.

Unfortunately I did not meet the minimum necessary income requirement for the year 2016, but in my application I indicated that I wish to continue with the processing of their permanent resident application regardless of any ineligibility. Do you think my parents still have chance?

Your submitted application would have no chance if the office complies with all rules and regulations.
