We submitted them through VFS CHD as my parents are in India at the moment.
Apparently NDVO is taking longer to stamp than Ottawa. Shouldn’t be too long now

Nov 20, 2019, request letter for translation of Hukou (I'm from China),
and fingerprints ( this is confusing since on Sep 23rd my parents already went to visa center to have their biometrics collected and on CIC, it does say "Sep 23 Biometrics completed)
Nov 30, 2019, I uploaded Hukou and biometrics ID.
I saw decision made on ECAS on Feb 19th, 2020
no update on my CIC...
It seems like there will be multiple stages of "decision made", how do I tell this is the final decision?

b) In absence of Birth Certificates, are notarized affidavits also required? (I already provided them Voter IDs for both parents and Dad 10th certificate)

Thanks Robertp . It’s it normal that my CIC shows both DM. But ecas didn’t change a thing?
I get so confused with cic and ecas because I don’t get to see it since I have hired An Immigration agent. So my cic is the detailed one ? Ecas is the online service login one?

1) If you don't make enough can you apply for only one parent (like just mom or dad only ) or do we HAVE to apply for Both Parents together
2) If anyone reassess the NOA for 1 or 2 years would CIC point this out or not, or do they not care for small amount assessments?

Hi there i did
When visa office asked me to submit pcc from home country i sent one from canada as well.
Line 305 - please add IME request Feb 18. It's booked for Mar 5. Biometrics were completed and updated on mycic today.
