I have also received the same letter. My parents are in Canada. We submitted their PCC during the application submission initially. Do i need to resubmit their PCC? Can i use the same PCC ?

If your PCC is not older than 6 months, yes you can use the same one.

Else, apply for a new one and then submit that.

Why are they asking for a Copy of the Passport instead of PPR?

Probably to keep the file updated for those whose passports are expiring and need to be renewed.
Earlier PPR emails used to say passport should be valid for at least 6 months. SO people will start renewal when they receive PPR, thus delaying the process.
So visa office is acting pro active this time, my guess :)

But they already have that information anyway on many forms that we submitted
